Franzen named vice president of administrative services at CC

Rhonda Franzen has been named vice president of administrative services at Casper College. The announcement came after a nationwide search to replace Lynnde Colling, who retired after 40 years of service to the college on Aug. 1, 2025. Franzen has served in the role on an interim basis since August 2025.

I was pleased to offer Rhonda the permanent position,” said Brandon Kosine, Ph.D., president of Casper College. “She did an outstanding job while interim, and I look forward to working with her as we continue to improve our facilities for our students.”

Franzen, considered a dedicated higher education leader with more than 30 years of experience in human resources, risk management, and the legal field, has enjoyed her time in the interim position. “Having served the campus community for almost 10 years, I am honored to transition into this role permanently to support our students and employees. I am excited to bring a deeper focus on campus infrastructure, financial stewardship, and collaborative planning,” she said.

Franzen has a genuine passion for Casper College and the community it serves. As a leader, she is committed to fostering innovation, advancing operations, and streamlining processes so employees can focus more on meaningful, high-value work that supports students. She also places a strong emphasis on timely, high-quality service and values transparency, responsiveness, and collaboration across campus.

Franzen holds a Bachelor of Science in political science and a Master of Public Administration, both from the University of Wyoming. She began her career at Casper College as the director of human resources in November 2016. Prior to her time at the college, Franzen spent time at Banner Wyoming Medical Center from December 2007 to November 2016. During that time, she served in a variety of capacities within human resources, risk management, and patient safety.

Franzen is a certified Professional in Human Resources and currently serves on the board of directors for Central Wyoming Hospice. Previously, she served on the board of United Way of Natrona County.
