STAR Program
The STAR program, Successful Transition and Academic Retention, is here to help support incoming Natrona County School District students who have experienced foster care, homelessness, or are the first in their family to attend college. We know these students face unique challenges, so our goal is to provide the personalized support and resources they need to succeed.
We’re committed to walking alongside STAR students every step of the way, ensuring they have the tools and guidance to reach their goal of degree completion at Casper College. The benefits are listed below.

How to Qualify
To be eligible for the STAR program, students must meet the following criteria:
- You cannot already have an associate’s degree.
- You must have been a registered student in the Natrona County School District within the past 5 years.
- And, you’ll need to meet at least one of these three qualifying factors:
- Classified as homeless under the federal McKinney-Vento Homeless Assistance Act.
- Previous foster youth – This means you were in foster care or a ward of the court at any time when you were 13 years old or older. This age requirement comes from federal student aid guidelines.
- First in your family to attend college.
The STAR program is designed to support students who have faced significant challenges, so we encourage you to apply if you meet any of the qualifying criteria. Let us know if you have any other questions!

The amount of aid you receive as a STAR student will be based on your individual financial need, as determined by your Free Application for Federal Student Aid (FAFSA).

- On-Campus Computer Labs and Free Printing – Utilize all the tech resources you need right on campus.
- Laptop & Tablet Checkout – Borrow devices from the college library to support your studies.
- Collaborative Campus Support – Take advantage of health services, counseling, employment opportunities, and tutoring to round out your college experience.
Student Expectations
- Complete the Free Application for Federal Student Aid (FAFSA ) at fafsa.gov. The STAR Coordinator is available to provide assistance if needed.
- Maintain a cumulative GPA of 2.0 or higher.
- Adhere to Casper College’s Student’s Rights and Responsibilities
- Meet regularly with the STAR Coordinator.
Steps to Apply for the STAR Program
- Complete the STAR Application
- Make an appointment to meet with the STAR Coordinator. The STAR Coordinator will review your STAR application with you and help you navigate the following steps.

Resources
FAFSA – The amount of aid you receive as a STAR student will be based on your individual financial need, as determined by your Free Application for Federal Student Aid (FAFSA). Those with the highest levels of demonstrated need will be given priority.
Stable Housing Support – Explore the convenience and stability of on-campus housing options through Casper College Housing. You can also explore community resources like the Casper Housing Authority for additional assistance.
Education & Training Vouchers – Leverage additional funding through the Education and Training Voucher program to help cover your college expenses.
The Unaccompanied Student Initiative (USI) is an organization that provides support and resources for students experiencing homelessness or housing instability. Services, advocacy, and community for students who are experiencing homelessness or housing insecurity. Connect with the USI to access their nationwide network of support.
Access to Food Assistance – Ensure you have reliable access to nutritious meals through local food pantries, including the one conveniently located right on Casper College’s campus. Explore additional community resources like Food Bank of Wyoming and Wyoming Food for Thought.
Unaccompanied Student Support – Tap into the nationwide network and services of the Unaccompanied Student Initiative (USI) at https://www.usinitiative.org/. This organization is dedicated to advocating for and empowering students experiencing homelessness or housing instability.
First-Generation Student Support – Explore the resources and community offered through I’m First (imfirst.org) and the Center for First-Generation Student Success, designed to empower and uplift students who are the first in their family to attend college.
