Lorelle A. Davies is a collaborative and student-centered leader with a strong commitment to the mission and values of community colleges. Raised in a small town in North Dakota, she brings a grounded perspective shaped by a “can-do” mindset, resilience, and a deep sense of community responsibility—values that continue to guide her leadership approach.

She currently serves as Vice President of Administration and Finance/CFO at Flathead Valley Community College, where she leads efforts to improve institutional processes and create more efficient, user-centered operations. Her work focuses on simplifying systems, strengthening cross-functional collaboration, and reducing administrative burden so faculty and staff can focus on teaching, learning, and student support.

Service and stewardship are central to Lorelle’s leadership. She currently serves as a Foundation Board member for the National Association of College Auxiliary Services (NACAS) and has been a longtime volunteer with the organization. Her engagement reflects a commitment to giving back to the profession, building meaningful partnerships that enhance campus services and student experiences.

Lorelle has served as an adjunct faculty member since 2010, teaching undergraduate and graduate-level courses in accounting and business across multiple institutions and modalities, including online and in-person formats. This experience strengthens her commitment to shared governance and keeps her connected to the experiences of students and faculty.

Lorelle holds a Doctor of Management in Organizational Leadership and an MBA in Accounting and is known for her collaborative leadership style, clear communication, and ability to think strategically while aligning resources with institutional priorities.

Rhonda L. Franzen, MPA, PHR is a dedicated higher education leader with more than 30 years of experience in human resources, risk management, and the legal field. She currently serves as Interim Vice President of Administrative Services at Casper College, where she leads the College’s financial operations, facilities, procurement, and administrative functions in support of its mission and long-term sustainability.

Prior to her current role, Rhonda served as Director of Human Resources at Casper College for nearly a decade, leading HR strategy and operations for more than 500 employees. Earlier in her career, she held leadership roles at Banner Wyoming Medical Center in risk management, patient safety and human resources, as well as in the legal field managing office operations and litigation support.

Rhonda has a genuine passion for Casper College and the community it serves. As a leader, she is committed to fostering innovation, advancing operations and streamlining processes so employees can focus more on meaningful, high-value work that supports students. She also places a strong emphasis on timely, high-quality service and values transparency, responsiveness, and collaboration across campus.

Rhonda holds a Master of Public Administration and a Bachelor of Science in Political Science from the University of Wyoming and is a certified Professional in Human Resources (PHR). She currently serves on the board of directors for Central Wyoming Hospice and previously served on the board of United Way of Natrona County.
