Next ‘Learning Series’ Feb. 23 looks at challenging budget issues for Casper

The next Casper College Community Learning Series, Monday, Feb. 23, will examine the challenging budget issues the City of Casper faces. The free program will begin at 6 p.m. in the Robert and Ruth Dove Conference Center, Room 225, in the Walter H. Nolte Gateway Center on the Casper College campus.

Let’s Talk Budget” Presentation to Feature Casper City Council Members

According to Jared James, a Community Learning Series committee member, the event will feature two presenters from the Casper City Council: Vice Mayor Kyle Gamroth and Councilor Amber Pollock, who will discuss city budgeting terms, revenue sources, and the budget calendar.

“Councilor Pollock and I welcome this invitation to have a discussion about the basics of Casper’s budget as part of this series, a fact-based education and neutral forum for our community,” Gamroth said. “We hope attendees will gain valuable insights into Casper’s financial structure.”

The presentation, titled “Let’s Talk Budget,” will provide a broad overview of municipal budgeting, how Casper conducts its budgeting, where Casper obtains its money, how community members can provide input on the municipality’s budget, and more.

About the Speakers

Kyle Gamroth has served on the Casper City Council representing Ward II since 2021. He is currently in the second year of his second term. While on the council, Gamroth has worked on a wide range of community issues through his roles as a liaison and board member with organizations, including the Casper Housing Authority, Downtown Development Authority, Wyoming Association of Municipalities, Old Yellowstone District, Economic Development Joint Powers Board, Metro Animal Shelter Task Force, and the Homeless Coalition.

In addition to his duties as a city councilor, Gamroth is a precinct committee person for the Natrona County Republican Party.

Amber Pollock is a dedicated community leader, entrepreneur, and advocate for collaborative, forward-thinking local government in Casper. Elected to the Casper City Council in 2020, she has worked to strengthen Casper’s economic resilience, cultural vibrancy, and quality of life through thoughtful policy, strong partnerships, and a deep belief in local problem-solving.

Pollock has served on numerous regional boards and joint powers authorities, including those related to economic development, water, and transportation. She is recognized for her practical leadership style and community-focused mindset. Pollock is passionate about investing in local capacity, building community pride, and ensuring Casper remains a welcoming and opportunity-rich home for residents, businesses, and future generations.
