Digitization and Born-digital Mission Statement

Goals and Priorities

  • Planned digitization and born digital preservation efforts focus on but are not limited to institutionally important records and other unique materials in the WHC’s CC Archives, Geographic Collecting Area and Special Collections. Outsourcing digitization of certain formats and materials may be required.
  • The utilization of technologies in this area of work serves the users of collections based on high enough and workable digital resolutions and sound reuse and attribution or other constraints on access, type of use, and ongoing preservation.
  • Identifying a particular need or user group is a firm place to start when planning and designing a digitization project, prioritizing Casper College faculty and adjunct instructor requests, Casper College and community students, and external users in this order.

Access and Preservation

  • Digitization projects are seldomly if ever one-and-done but should be integrated into long-term preservation planning following the OAIS Reference Model as best as possible. It is acknowledged that this will often exceed the resources of the WHC based on current daily usage, ongoing operations, and staffing.
  • The desire to make materials accessible to the public as efficiently as possible must not disrupt the daily work to support users in-person and remotely. This means that the WHC will design and plan to increase collection-level access and/or perform digital preservation projects based on a finite start and end date. This means that digitizing extensive collections may take years if not decades at levels gained after overcoming existing archival dept.
    • Existing archival debt–the burden on archival workers and repositories resulting from previous decisions and practices—may make certain digitization projects unfeasible until overcome at least at a minimal level.

Criteria for Digitization:

The WHC strives to thoughtfully use the following table of criteria when planning a digital preservation project outside of direct requests from Casper College and external users.

Note: Media Companies and for-profit authors are asked to contact the WHC directly to obtain the current Fee Schedule prior to the initiation of any digitization project.

Publication Request Processing Fees 
  • Permission to publish material (including print, digital, moving image, and performance) held by the repository must be obtained in writing in advance
  • Acknowledgement and payment of publication use fees is not exclusive and the repository does not thereby surrender its own right to publish or grant others permission to publish original or copies of original material owned by the institution
  • Requests and payments do not constitute permission to publish materials possibly subject to copyright nor do they constitute permission from (a) the copyright holder, (b) the copyright holders heirs or assigns, or (c) third-party copyright holders
  • Fees for use in books or periodicals will be based on the number of copies printed

  • The fee for use of images in Broadcast Media and digital streaming distribution is ∙ $100 per image/file for single and repeated broadcast as requested, all languages
