The Wyoming Legislature established a scholarship fund, honoring the late Governor Stan Hathaway, for Wyoming students to attend an in-state community college or the University. The legislation provides merit and need-based awards to eligible students. For many students who meet certain requirements, this generous scholarship program will make Casper College more affordable.

Hathaway Scholarships at Casper College:
The first eligible students are 2006 Wyoming high school graduates.

Merit Awards between $800 and $1600 per semester are available to high school graduates who are Wyoming residents and meet certain academic requirements.

Need Awards above and beyond the Merit Awards are available to those with unmet Hathaway need.

Applying for Hathaway at Casper College (please review the eligibility requirements listed below before applying)

  1. Download, Print and complete the Application,
    OR
    Complete the online Hathaway Scholarship Application Form
    and
    Casper College application for admissions.
  2. Have your high school transcripts sent to Casper College as well as your ACT score and if you are eligible Student Financial Assistance will award you a provisional Hathaway amount.
  3. Have your high school send us a copy of your final, official transcript when you graduate.
  4. After receiving your final transcript and ACT score Student Financial Assistance will inform you of your final Hathaway Scholarship award amount.
  5. To see if you qualify for the Need Based Hathaway Scholarship the FAFSA is required. When your FAFSA information is received, Student Financial Assistance will determine your eligibility for the Need Based Hathaway Scholarship.
Merit Awards

To qualify for Hathaway, students must graduate from a Wyoming high school. Students must apply within two years of high school graduation and initiate the scholarship by the following fall. Students may receive the equivalent of four full time semesters of Hathaway at a Wyoming community college and four at UW. The eligibility window ends six academic years after the award is first received.

The four Hathaway Scholarship Merit Awards and their requirements are:

  • Provisional Opportunity - $800 per semester (for equivalent of 4 full-time semesters)
    • Minimum high school GPA: 2.5 (or GED score of 500)
    • Minimum ACT Score: 17 (or a 12 on WORKKEYS) is required to receive the award
    • Must initially be used at Wyoming community colleges for any certificate or degree program
    • To receive the additional four full-time semesters at UW, a student must first earn a certificate or degree at a WY community college with a minimum Hathaway cumulative GPA of 2.25

  • Opportunity - $800 per semester (for equivalent of 8 full time semesters - 4 can be used at a Wyoming Community College)
    • Minimum high school GPA: 2.5 (or GED score of 500)
    • Minimum ACT Score: 19 is required to receive the award
    • Can be used for any certificate or degree program

  • Performance - $1,200 per semester (for equivalent of 8 full time semesters - 4 can be used at a Wyoming Community College)
    • Minimum high school GPA: 3.0 (or GED score of 540)
    • Minimum ACT Score: 21 is required to receive the award
    • Can be used for any certificate or degree program

  • Honors - $1,600 per semester (for equivalent of 8 full time semesters - 4 can be used at a Wyoming Community College)
    • Minimum high school GPA: 3.5 (or GED score of 575)
    • Minimum ACT Score: 25 is required to receive the award
    • Can be used for any certificate or degree program

Wyoming Residency
To qualify for a Hathaway Scholarship, students must graduate from a Wyoming high school and be a Wyoming resident as determined by Casper College. In general, students who graduate from an eligible Wyoming high school, and/or students whose custodial parent or lawful guardian is a Wyoming resident at the time of high school graduation will be considered a resident.

Home School Students
Students who are home schooled may also qualify for Hathaway Scholarships. Merit awards for these students are based on ACT scores and success curriculum requirements. These students must meet all other eligibility requirements other than GPA.

GED Students
Students may also qualify for a Hathaway Scholarship if they attended a Wyoming high school and earned a GED after April 1, 2006 with a score of at least 500. GED students are still considered graduating with their high school class and are not eligible until their class would have graduated. These students must meet all other eligibility requirements other than GPA.

Part Time/Remedial Enrollment
Students taking 6-11 credit hours per semester above the 1000 level may be paid Hathaway. These students receive their eligible award in an amount proportionate to the hours they are taking. For example, a part time student who qualifies for an Opportunity scholarship taking 6 credit hours will receive $400 for that semester ($800 x (6 hours taken / 12 hours). All other eligibility requirements remain the same for part time students.

Disqualifying Factors
The following students do not qualify for the Hathaway Scholarship:
Students who are incarcerated
Students who are in default or owe a refund on a Title IV or other federal or state education loan
Students who are eligible, but have not complied with the United States selective service system requirements for registration
Students who have been convicted of a felony (appeals can be heard through the Wyoming Department of Education)

Need Awards

Students qualifying for the merit portion of Hathaway may also qualify for additional need-based Hathaway. Students seeking a need-based award must complete the Free Application for Federal Student Aid (FAFSA). Need awards are calculated and finalized by the third week of the semester.

How much money can students qualify for?
Qualifying students may receive a percentage of their "unmet Hathaway need" based on their Hathaway category.
Provisional Opportunity - 25% of unmet need
Opportunity - 25% of unmet need
Performance - 25% of unmet need
Honors - 100% of unmet need

How is “Unmet Hathaway Need” calculated?
The Casper College Financial Aid Office will determine a student's cost of attendance, which includes allowances for the cost of tuition, fees, books, room and board, transportation, and personal/miscellaneous expenses.

Algebra I, Algebra II, and Geometry (or their functional equivalents approved by WDE), plus an additional math course taken in grades 9 through 12.

FOUR years of language arts at the college or industry preparatory level in grades 9 through 12, to include standards in Reading, Writing, Listening and Speaking.

Choose THREE from the following courses: Physical Science; Physics I;
Physics II;
Chemistry I;
Chemistry II;
Biology I;
Biology II;
Geology I;
Computer Science I Plus, a FOURTH year from any of those courses specified above or an approved additional science course approved by WDE.

THREE years of social studies in grades 9 through 12 to include a of the following subject matter:
World History;
American History;
Geography;
American Government; and
Economic Systems and Institutions.

TWO sequenced years of the same foreign language which: need not be taken consecutively; and
at least ONE year of which shall be taken in grades 9 through 12.
The native language of the Eastern Shoshone or the Northern Arapaho may be taken in fulfillment of this requirement.
American Sign Language (ASL) may be taken in fulfillment of this requirement.

Frequently Asked Questions

Q. Can students use a Hathaway Scholarship at an out-of-state school?
No. The intent of the scholarship is in part to encourage students to pursue an education in Wyoming, with hopes that they will pursue a career here upon graduation. While the Hathaway Scholarship isn’t available to use out-of-state, students who attend an out-of-state school may come back within two years of high school graduation and receive the scholarship in Wyoming.

Q. What if a student will be on a mission or entering the military?
The Hathaway Scholarship can begin to be used no later than two years after a student graduates from high school. Exceptions may be made for military or religious service. Documentation of dates of service is required.

Q. Is Hathaway available to a student who graduated prior to 2006?
The legislation that established Hathaway indicated that the scholarship began with the graduating class of 2006. Students who completed high school in December 2005 are officially part of the class of 2006. Students must apply and initiate Hathaway within two years of high school graduation.

Q. Can SAT scores be used instead of ACT scores to qualify for Hathaway?
At this time SAT scores can be converted to ACT score equivalents for consideration.

Q. How long can a student receive Hathaway at Casper College?
The equivalent of four full time semesters.

Q. Can a student earn back Hathaway if it has been lost?
Yes. Please review the "Regaining Eligibility" information below.

Q. Can I qualify for a better Hathaway award if I get better grades in college or if I retake my ACT?
No. Hathaway award categories are locked in once a student initiates the scholarship (receives funds). A student may retake the ACT up until the point they initiate the scholarship, but after the student receives Hathaway funds once, their award category remains the same. Final awards are based on final, cumulative high school GPA and ACT or WorkKeys scores before funds are received.

Q. What is the deadline to apply for Hathaway?
The deadline to apply is before the start of the semester in which the student wishes to receive Hathaway funds. A student must apply for Hathaway within two years of his or her high school graduation date and initiate by the following fall.

Maintaining Eligibility and Regaining Eligibility

To remain eligible for the Hathaway Scholarship, a student must:

  • Satisfactorily complete 12 hours if paid Hathaway full time, 6 hours if paid part time.
  • Hathaway GPA of 2.5 for Honors and Performance, 2.25 for Opportunity and Provisional Opportunity.
  • Remedial courses do not count toward eligible hours for part time or full time status or calculation of cumulative GPA for continued eligibility.
  • Courses taken before initiation of Hathaway do not count towards Hathaway GPA.
  • Recipients must maintain continuous enrollment (exceptions granted for military or religious service, other good causes can be petitioned).
  • Stop by Student Financial Assistance before dropping a class.
  • Students may petition to have Hathaway reinstated if they did not meet maintenance requirements due to extenuating circumstances.  Please contact Financial Aid for the petition form.

Students can earn back Hathaway depending upon original payment and why the scholarship was lost:

  • If a student loses Hathaway due to a GPA less than 2.25 they can earn back Hathaway once the cumulative Hathaway GPA is at least a 2.25.
  • If a student loses Hathaway due to not completing the credit hours required they can earn it back once 6 hours above the 1000 level are completed if paid Hathaway part time, 9 if paid Hathaway part time one semester and full time the other semester, or 12 if paid Hathaway full time.
  • If a student loses Hathaway due to not completing enough hours and maintaining GPA it can be earned back once the cumulative Hathaway GPA is 2.25 and the required number of credit hours are completed based on original payment.
  • If a student loses Hathaway due to not meeting continuous enrollment requirement it can be restored after 6 or 12 hours are completed in one semester based on original payment.

Only courses above the 1000 level count for Hathaway GPA and hours to earn back.  Hathaway GPA and hours follow the student wherever they were paid Hathaway.  It is the student’s responsibility to notify Financial Aid to have eligibility recalculated.  Students are encouraged to call the Financial Aid Office if attempting to earn back Hathaway.  Semesters of ineligibility do not count as semesters of payment, but do count against 6 year timeframe to receive funds.

Transferring Students

Hathaway can be used for the equivalent of four full time semesters at any Wyoming community college and four semesters at UW.  Provisional Opportunity students must earn a certificate or a degree before transferring the scholarship to UW.  Students may transfer their Hathaway at any time between semesters during the eligibility window.  Please notify the Financial Aid Office at both schools to transfer the scholarship.  A Hathaway transfer transcript is required to transfer the scholarship.  The student's eligibility status, including GPA, hours completed, and payment received, will be included on the Hathaway transfer transcript.  Students must be admitted as a degree seeking student to receive any financial aid.  If taking courses from two institutions, the student must choose which institution will fund his or her Hathaway award.  Funding can only be received from one institution.  A consortium agreement is required for dually enrolled students.
