The Wyoming Legislature established a scholarship fund for Wyoming students to attend an in state community college or the University. The legislation provides merit and need-based awards to eligible students. The scholarship honors the late Governor Stan Hathaway. This generous scholarship program will, for many students who meet certain requirements, more than cover the entire cost of tuition at Casper College! The first eligible students are 2006 High School Graduates.

Hathaway Scholarships at Casper College:
Merit Awards between $800 and $1600 per semester are available to high school graduates who are Wyoming residents and meet certain academic requirements.

Need Awards above and beyond the Merit Awards are available to those
with unmet Hathaway financial need.

Applying for Hathaway at Casper College (please review the eligibility requirements listed below before applying)

  1. Download, Print and complete the Application,
    OR
    Complete the online Application Form
    and
    Casper College application for admissions.
  2. Have your high school transcripts sent to Casper College as well as your ACT score and if you are eligible Student Financial Assistance will award you a provisional Hathaway amount.
  3. Have your high school send us a copy of your final, official transcript when you graduate.
  4. After receiving your final transcript and ACT score Student Financial Assistance will inform you of your final Hathaway Scholarship award amount.
  5. To see if you qualify for the Need Based Hathaway Scholarship the FAFSA is required. When your FAFSA information is received, Student Financial Assistance will determine your eligibility for the Need Based Hathaway Scholarship.
Merit Awards

The four levels of Hathaway Scholarship Merit Awards and their requirements are:

  • Provisional Opportunity - $800 per semester (for equivalent of 4 full-time semesters)
    • Minimum GPA: 2.5 (or GED score of 500)
    • Minimum ACT Score: 17 (or a cumulative score of at least 12 points on applied math, reading for information and locating information on WORKKEYS tests) is required to receive the award.
    • Must initially be used at Wyoming community colleges for any certificate or degree program.
    • Must maintain a Hathaway cumulative GPA of at least a 2.25 and satisfactory academic progress to retain award.
    • If eligibility is lost, it can be reinstated once these requirements have been met and the window of eligibility has not been exceeded.
    • An additional four full-time semesters are available at a Wyoming community college or UW if the student earns the certificate or degree with a minimum Hathaway cumulative GPA of 2.25.
  • Opportunity - $800 per semester (for equivalent of 8 full time semesters - 4 can be used at a Wyoming Community College)
    • Minimum GPA: 2.5 (or GED score of 500)
    • Minimum ACT Score: 19 is required to receive the award.
    • Can be used for any Certificate or Degree program
    • Must maintain a Hathaway cumulative GPA of at least a 2.25 and satisfactory progress to retain award.
    • If eligibility is lost, it can be reinstated once these requirements have been met and the window of eligibility has not been exceeded. The eligibility window ends six academic years after the award is first received.
  • Performance - $1,200 per semester (for equivalent of 8 full time semesters - 4 can be used at a Wyoming Community College)
    • Minimum GPA: 3.0 (or GED score of 540)
    • Minimum ACT Score: 21 is required to receive the award.
    • Can be used for any Certificate or Degree program
    • Must maintain a Hathaway cumulative GPA of a least a 2.5+ and satisfactory academic progress to retain the full Performance award
    • If Hathaway cumulative GPA is less than a 2.5 but at least a 2.25 the award is reduced to the Opportunity level. The student may regain
      the Performance award once the cumulative Hathaway GPA is at least 2.5.
    • The eligibility window ends six academic years after the award is first received.
  • Honors - $1,600 per semester (for equivalent of 8 full time semesters - 4 can be used at a Wyoming Community College)
    • Minimum GPA: 3.5 (or GED score of 575)
    • Minimum ACT Score: 25 is required to receive the award
    • Can be used for any Certificate or Degree program
    • Must maintain a Hathaway cumulative GPA of at least a 2.5+ and satisfactory academic progress to retain the full Honors award
    • If Hathaway cumulative GPA is less than a 2.5 but at least a 2.25 the award is reduced to the Opportunity level. The student may regain
      the Honors award once the cumulative Hathaway GPA is at least 2.5.
    • The eligibility window ends six academic years after the award is first received.

Additional requirements for all Hathaway Scholarships include:
High School Curriculum
Students applying for scholarships in 2009 and later must meet the minimum curriculum requirements for high school graduation as established by the Wyoming State Board of Education, which includes but is not limited to:

  • English/Language Arts - 4 years
  • Math - 3 years
  • Science - 3 years
  • Social Studies - 3 years
  • New Success Curriculum requirements will be developed for Hathaway Scholarships effective with the graduating class of 2011.

Wyoming Residency
The student must be Wyoming resident, according to the criteria listed here.

Other Student Categories
Students who are home-schooled, received a GED, or plan to attend part time should review the additional information here.

Disqualifying Factors
The following students do not qualify for the Hathaway Scholarship:
Students who are incarcerated
Students who are in default or owe a refund on a Title IV or other federal or state education loan
Students who are eligible, but have not complied with the United States selective service system requirements for registration
Students who have been convicted of a felony (appeals can be heard through the Wyoming Department of Education)

Need Awards

Students qualifying for the merit portion of Hathaway Scholarships may qualify for additional need-based Hathaway Scholarship monies. Students seeking a Need Award must complete the Free Application for Federal Student Aid (FAFSA).

How much money can I get?
Qualifying students may receive a percentage of their "unmet need" based on their eligible Hathaway scholarship level.
Provisional Opportunity - 25% of unmet need
Opportunity - 25% of unmet need
Performance - 25% of unmet need
Honors - 100% of unmet need

How is “Unmet Hathaway Need” calculated?
Start with Casper College Cost of Attendance.
The Casper College Financial Aid Office will help you calculate this number, which includes allowances for the cost of tuition, fees, books, room/board, transportation and personal/miscellaneous expenses.
Subtract:
•Expected Family Contribution, if any (Determined by FAFSA)
•Hathaway Scholarship Merit Award Per Year
•Any other Grants and Scholarships Awarded to Student
Take the result amount and subtract:
•$2,000
= Unmet Need

Other Student Categories

Home Schooled Students
Students who are home schooled may also qualify for Hathaway Scholarships. Award levels for these students are based on ACT scores only. These students must meet all other eligibility requirements other than GPA.

GED Students
You may also qualify for a Hathaway Scholarship if:
You attended a Wyoming high school and did not graduate
Took the GED after April 1, 2006 and received a score of at least 500 AND your high school class would have graduated in 2006 or later. 

Part Time Students
Part-time students taking 6-11 credit hours per semester also qualify for Hathaway Scholarships. These students receive their eligible award in an amount proportionate to the hours they are taking.
For example, a part-time student who qualifies for an Opportunity level scholarship taking 6 credit hours will receive $400 for that semester (=$800 x (6 hours taken / 12). All other eligibility requirements remain the same for part-time students.

Frequently Asked Questions

Q. Can I use a Hathaway Scholarship at an out-of-state school?
No. The intent of the scholarship is, in part, to encourage you to pursue your education in Wyoming with hopes that you’ll consider pursuing a career here when you are done. While the Hathaway Scholarship isn’t available to use out-of-state, students who attend an out-of-state school may come back within the two year time period to an in-state institution and begin using their scholarship. The student will have lost the equivalent amount of their scholarship however. For example if a student goes to an out-of-state college and transfers to Casper College after one year (2 semesters), and the student meets Hathaway eligibility requirements, the student will receive the remaining semesters of their Hathaway Scholarship (merit and need).

Q. What if I have another scholarship already?
The rules are different for those graduating in 2006 and those graduating in 2007 and beyond. Check out the details here.

Q. What if I am going on a mission or am going in to the military?
The Hathaway Scholarship can begin to be used no later than two academic years after you graduate from high school. Exceptions may be made for extended military service or religious sojourns. A process for these exceptions is being developed by the Wyoming Department of Education at this time.

Q. I graduated prior to 2006. Do I qualify for Hathaway Scholarships?
The legislation that established the scholarships indicated the scholarship begins with the graduating class of 2006. Students who completed high school in December 2005 are officially part of the class of 2006. These students qualified beginning in the Fall of 2006.

Q. Am I a Wyoming resident and can I get a Hathaway Scholarship?
To qualify for the Hathaway Scholarship you must be considered a resident according to the residency requirements listed here.

Q. I took the SAT and not the ACT, can I be considered?
At this time your SAT score can be converted to an ACT equivalent for consideration.

Wyoming Residency
To qualify for a Hathaway Scholarship, students must be Wyoming resident as determined by Casper College. In general, students who graduate from an eligible Wyoming High School and/or students whose custodial parent or lawful guardian is a Wyoming resident at the time of High School graduation and at the time of Hathaway application will be considered a resident.
